We were told that these small boats are harbor work boats from Cuba. Individuals who leave Cuba seeking asylum in the United States will use small GPS units and plug in Loggerhead Light for coordinates. The Dry Tortugas are closer to Cuba than Key West is, but once landed under the wet foot dry foot rule, the person can then be ferried to Key West. There are a couple of these on Garden Key. I liked the colors and textures and the lighting as I was wandering and exploring and was surprised to encounter the vessel under the arches.
